Supreme Court nominee Justice Senyo Dzamefe has raised concerns about the judiciary’s financial dependence on the executive and legislature, arguing that it weakens its independence.

During his vetting before Parliament’s Appointments Committee on Monday, June 16, Justice Dzamefe highlighted the judiciary’s reliance on budget allocations, which are determined by Parliament.

“When it comes to the judiciary, yes, we are independent, administratively, yes, we are independent, but financially we are not because you [Parliament] give us money—when the budget comes to you, you give what you think we need,” he told the committee.

He laments that this financial arrangement limits the judiciary’s effectiveness and increases the risk of external influence, undermining the principle of separation of powers. According to him, full judicial independence requires financial autonomy, not just administrative and decision-making freedom.

“A lot has to be done to ensure the judiciary does its work without any hindrances,” he added.

His comments have added to ongoing discussions about judicial reforms, with growing calls for measures to enhance transparency and strengthen democratic institutions.
