Ghana’s Chief Justice Paul Baffoe-Bonnie has ruled that petitions seeking the removal of the Electoral Commission chairperson, her deputies, and the Special Prosecutor do not establish a prima facie case.
The Presidency said Wednesday that President John Dramani Mahama had referred seven petitions calling for the removal of Electoral Commission Chair Jean Mensa and her deputies, along with three petitions targeting Special Prosecutor Kissi Agyebeng, to the Chief Justice for review. The referrals, made Nov. 25, 2025, were in line with Article 146 of the 1992 Constitution and Section 15 of the Office of the Special Prosecutor Act, 2017 (Act 959).

In a letter dated Jan. 26, 2026, Baffoe-Bonnie informed the president that the petitions did not disclose sufficient grounds to justify further investigations or removal proceedings against the officials.
The statement, signed by Felix Kwakye Ofosu, presidential spokesperson and minister for government communications, said the decision effectively closes the matter at this stage.
