Presidency Employs 808 Personnel as of December 2025 — Annual Report to Parliament Reveals

The report, which covers the period from January 1 to December 31, 2025, provides a comprehensive breakdown of employees working at the Office of the President, including political appointees, civil servants and public officers assigned from other state institutions.

The Presidency had a total staff strength of 808 personnel as of December 31, 2025, according to an official report submitted to Parliament in fulfillment of a statutory requirement under the Presidential Office Act, 1993 (Act 463).

The report, which covers the period from January 1 to December 31, 2025, provides a comprehensive breakdown of employees working at the Office of the President, including political appointees, civil servants and public officers assigned from other state institutions.

According to the document, the workforce at the Presidency consists of 233 political appointees and 575 civil servants and public service personnel, bringing the total number of employees to 808.

The report was laid before Parliament as part of the Presidency’s annual obligation to account for its staffing composition and provide details on the number of presidential staff employed during the year, their grades, ranks and areas of assignment.

Political Appointees

The report indicates that the political administration of the Presidency comprises 233 officials. This category includes four Ministers of State at the Presidency, 39 political staffers and 190 other political appointees serving in various capacities.

The four Ministers of State at the Presidency are Felix Kwakye Ofosu, responsible for Government Communications; Emmanuel Kwadwo Agyekum, in charge of Special Initiatives; Seidu Issifu, overseeing Climate Change and Sustainability; and Lydia Lamisi Akanvariba, responsible for Public Sector Reform.

The political staffers category includes key officials such as the Chief of Staff, presidential advisors, executive assistants, aides and other senior personnel supporting the administration.

The remaining 190 political appointees comprise technical coordinators, legal advisors assigned to various ministries, regional political coordinators, executive assistants and political drivers.

Civil Service Structure

The report further reveals that 390 personnel make up the core civil service workforce at the Presidency.

These officers serve in various professional classes, including administration, executive services, records management, secretarial services, budgeting and financial analysis, internal auditing, procurement and supply chain management, programme coordination, planning, research and information technology.

The civil service structure is headed by an Acting Chief Director and is supported by officers deployed across the various departments and units within the Presidency.

Presidential Household Staff

A significant component of the workforce consists of 234 presidential household staff responsible for providing operational, logistical and maintenance support.

The category includes personnel working in hospitality management, transport services, protocol, library services, estate management and maintenance.

According to the report, the household staff includes caterers, stewards, mechanics, architects, engineers, plumbers, drivers, gardeners, cleaners, sanitary labourers, watchmen, caretakers, washermen and seamstresses.

The transport section alone comprises 43 personnel, including managers and drivers, while hospitality services account for more than 50 workers.

Specialised Secretariats

The report also lists personnel assigned to specialised units operating under the Presidency, including the Zongo and Inner-City Development Secretariat and the Public Enterprises Secretariat.

Together, these specialised secretariats account for 18 staff members.

Public Officers on Attachment

Beyond the permanent workforce, the Presidency also relies on personnel from other public institutions to support its operations.

The report states that 185 officers from various state agencies were on attachment to the Office of the President as of the end of 2025.

These include 51 officers from the Department of Parks and Gardens, 48 health professionals from the Ghana Health Service, 14 personnel from the Controller and Accountant-General’s Department, 15 officers from the Ghana Audit Service, 53 workers from the Public Works Department’s Prestige Division and four staff members from the Ghana Postal Company.

According to the report, these officers provide specialised services ranging from healthcare and financial management to auditing, facility maintenance, landscaping and postal administration.

Statutory Requirement

The submission forms part of the requirements of Section 11 of the Presidential Office Act, which mandates the Office of the President to present an annual report to Parliament detailing its staffing position.

The report includes the names, positions and grades of all personnel serving at the Presidency and is intended to promote transparency and accountability in the administration of the Office of the President.

With the latest submission, Parliament now has a full record of the staffing composition at the Presidency as of December 31, 2025, showing a workforce of 808 personnel supporting the operations of the country’s highest executive office.
