President John Dramani Mahama has nominated five individuals for appointment to Ghana’s Fiscal Council, in a move aimed at reinforcing financial discipline and strengthening oversight of the country’s public finances.
The nominations, announced on Wednesday, April 8, 2026, by the Presidency Communications Office, are in accordance with Section 11D of the Public Financial Management Act, 2016 (Act 921), as amended by the Public Financial Management (Amendment) Act, 2025 (Act 1136).
According to the statement, Dr. Emmanuel Oteng Kumah has been nominated as Chairperson of the Council. He is joined by Prof. Patrick Opoku Asuming, who will serve as a representative from academia, and Leslie Dwight Mensah, representing a research think tank.

The list also includes J. Kweku Bedu-Addo, a former public policy expert from the Ministry responsible for Finance, and Dr. Henry Akpenamawu Kofi Wampah, a former public policy expert from the Bank of Ghana.
The Fiscal Council is expected to play a critical role in promoting fiscal prudence, strengthening financial oversight, and guiding sound decision-making in the management of public finances.
The establishment and strengthening of the Fiscal Council form part of broader efforts by the government to ensure transparency, accountability, and long-term stability in Ghana’s economic management.
