Ghana’s Parliament’s Public Accounts Committee has summoned former Health Minister Dr. Bernard Okoe-Boye over the payment of 20 million cedis in mobilization funds for a hospital project that has yet to begin.
Ranking Member Samuel Atta Mills announced the summons Wednesday, saying the former administrator of the District Assemblies Common Fund and the accountant involved in the transaction must also appear before the committee.
The move follows an April 1 report by the Auditor-General that revealed the payment was made on Dec. 31, 2024, during former President Nana Addo Dankwa Akufo-Addo’s administration, despite no physical work on the project. The report noted Okoe-Boye signed the contract for the hospital during his tenure as health minister.
Appearing before the committee, current DACF Administrator Michael Yamson said the delay stemmed from a change in the project’s location, shifting from the parliamentary precincts to National Security premises. Committee members rejected the explanation, pressing for accountability.
“Hon. Okoe-Boye will also have to appear and let us know. The company that took the money should also appear. Because 20 million cedis—what time are they going to build the hospital?” Atta Mills said.
