Ghana Link Refutes Claims ICUMS Caused Fuel Supply Disruptions

Ghana Link Network Services Ltd. has strongly denied claims circulating in the media that technical failures with the Integrated Customs Management System (ICUMS) are responsible for disruptions in fuel distribution across Ghana.

In a statement issued on Monday, the company said it had taken note of reports attributed to Star Oil Company Ltd., which alleged that the ICUMS platform had been down since Friday, March 6, 2026, preventing Oil Marketing Companies (OMCs) from lifting petroleum products for delivery to filling stations.

Ghana Link described the claims as “false, misleading, and wholly without basis,” insisting that the system has remained fully operational throughout the period in question.

“The ICUMS platform has continued to function as required, with stakeholders actively processing transactions and undertaking their respective functions on the platform without interruption,” the company said.

Investigation Points to NPA System

Following internal checks and engagement with relevant stakeholders, Ghana Link said its investigations showed that the operational challenge cited in the reports did not originate from ICUMS.

Instead, the issue was linked to the Enterprise Relational Database Management System (ERDMS) of the National Petroleum Authority (NPA).

According to the company, the clarification came after consultations with the NPA to establish the facts surrounding the reported difficulties affecting fuel distribution.

Call for Retraction

Ghana Link expressed disappointment over what it described as the publication of unsubstantiated allegations, warning that such claims risk misleading the public and undermining confidence in a key national trade facilitation platform.

The company has therefore called on Star Oil to immediately withdraw the statement and issue an unqualified public apology for disseminating what it described as false information.

Ghana Link reaffirmed its commitment to maintaining high standards of operational reliability and transparency in managing the ICUMS platform, which plays a central role in facilitating customs processes and trade operations in Ghana.

The statement was issued by the company’s Public Relations Department, which encouraged stakeholders to verify information before attributing operational challenges to the ICUMS system.
