GH¢ 3.5 billion Allocated for Free SHS, Increases School Feeding and Learning Materials Funding – Finance Minister

The government has allocated GH¢ 3.5 billion for the Free Senior High School (SHS) program in 2025, reaffirming its commitment to providing free secondary education for all Ghanaian students.

Presenting the 2025 Budget Statement in Parliament, Finance Minister Dr. Ato Forson also announced an additional GHS 4.1 billion from the Ghana Education Trust Fund (GETFund) to support the program and other related expenditures.
“This investment ensures that every Ghanaian child, regardless of their financial background, has access to quality secondary education without barriers,” Dr. Forson stated.

To further strengthen basic education, the government has allocated GH¢ 564.6 million for curriculum-based textbooks and workbooks for 2.8 million learners, GH¢ 145.5 million for the Capitation Grant, a 73.4% increase from last year’s GHS 84 million, and GH¢203 million for teacher training allowances.

The School Feeding Program has also received a significant boost, with its budget increasing from GHS 1.3 billion to GHS 1.78 billion, representing a 33% rise. This will reflect in an increase in feeding cost per meal per child from GHS 1.50 to GHS 2.00.
