Djibouti’s Foreign Minister, Mahamoud Ali Youssouf, emerged victorious in the race for Chairperson of the African Union (AU) Commission after a closely contested election at the 38th Ordinary Summit in Addis Ababa, Ethiopia, on February 15, 2025.
The election, which saw fierce competition and a protracted seven-round vote, initially favored Kenya’s former Prime Minister Raila Odinga, who led in the early stages.
However, Minister Youssouf ultimately secured a decisive win, garnering strong support in the final rounds of voting.
Throughout his campaign, Youssouf emphasised priorities such as youth employment, fostering ties with the African diaspora, and promoting strong leadership to advance the AU’s mission.
He also pledged to champion accountability, transparency, and effective governance.
“I will advocate for a collaborative, inclusive approach, celebrating diversity and merit. We must promote a culture of accountability and transparency while ensuring rigorous financial and regulatory compliance,” Youssouf said in his campaign speech.
With over 30 years of experience in diplomacy, Mr. Youssouf previously restructured Djibouti’s Foreign Ministry, strengthening key areas such as communication, legal affairs, and diaspora engagement.
Election Results:
- First Round: Mr. Odinga led with 20 votes, followed by Youssouf with 18 votes and Madagascar’s Richard Randriamandrato with 10.
- Second Round: Mr.Youssouf surged ahead with 25 votes, while Odinga secured 21 votes, with two countries abstaining.
- Third Round: Mr.Odinga was eliminated with 21 votes, while Youssouf’s tally increased to 26.
- Final Round: Youssouf clinched the chairmanship with 33 votes, surpassing the required majority.
