In a significant policy shift, the Ghanaian government has announced plans to reduce the minimum age requirement for commercial motorcycle (Okada) riders from 25 to 21 years. This decision is part of broader efforts to formalize the Okada industry, which has long operated in a legal gray area.

Transport Minister Joseph Nikpe Bukari emphasized that the new age limit aims to provide more young people with employment opportunities while ensuring that riders meet safety and competency standards. The proposed changes are included in a draft Legislative Instrument (LI) intended to amend the Road Traffic Regulations, 2012 (LI 2180).

Under the new regulations, all commercial motorcycle and tricycle operators must be affiliated with licensed transport unions or companies. Additionally, riders will be required to undergo mandatory training, use protective gear such as helmets and reflective vests, and adhere to regular vehicle inspections. Non-compliance could result in fines or imprisonment.

The move has sparked debate among stakeholders. Supporters argue that formalizing the Okada sector will enhance road safety and provide economic benefits, especially for the youth. Critics, however, express concerns about potential increases in road accidents and the challenges of enforcing the new regulations.

The National Road Safety Authority (NRSA) has reiterated that, as per current laws, the use of motorcycles and tricycles for commercial passenger transport remains illegal. However, the government’s proposed amendments indicate a shift towards legalization and regulation of the industry. 

As the legislative process unfolds, the government plans to engage with various stakeholders, including transport unions, law enforcement agencies, and civil society organizations, to ensure that the new regulations are effectively implemented and that the safety of both riders and passengers is prioritized.
