GCTU Labour Unions Petition Government Over Governance Crisis, Demand Reconstitution of Council

Labour unions at the Ghana Communication Technology University (GCTU) have formally petitioned the Ministry of Education, calling for urgent intervention over what they describe as serious governance challenges at the University.

The petition, addressed to the Education Minister, was jointly submitted by UTAG-GCTU, GAUA-GCTU, SSA-UG-GCTU, and TEWU-GH-GCTU, following emergency meetings held on Tuesday, February 10, 2026.

In a joint statement, the unions called for the immediate reconstitution of the University’s Governing Council, citing the need to safeguard institutional stability, sound governance, and industrial harmony.

Disputed Termination of Vice-Chancellor

According to the unions, their action was triggered by a letter dated February 3, 2026, allegedly issued unilaterally by the Chairman of the Governing Council to the Vice-Chancellor, purporting to terminate the Vice-Chancellor’s appointment effective February 28, 2026.

The letter, referenced GCTU/GC/OVC/01/26, was reportedly issued without the approval, deliberation, or resolution of a duly convened Council meeting.

The unions argue that the move does not represent a legitimate decision of the Governing Council but rather a unilateral action that contravenes the Ghana Communication Technology University Act, 2020 (Act 1022) and the University’s Statutes.

Allegations of Persistent Governance Breaches

The unions further contend that the incident is part of a broader pattern of governance concerns.

“Since the Council’s appointment in June 2025, the Chairman has allegedly acted in ways that undermine established governance procedures and the authority of the University’s Statutes,” the statement said.

They accuse the Council Chairman of intimidating Council members and union leaders, interfering in routine administrative matters, and pursuing priorities they describe as misaligned with the University’s mandate.

According to the unions, this pattern of conduct has eroded staff confidence, weakened the collective authority of the Governing Council, and adversely affected the credibility and public image of the University.

Impact on Academic Work and Student Welfare

The unions warned that the prevailing atmosphere of uncertainty is already taking a toll on effective teaching, research, administration, and student welfare.

They expressed particular concern that the situation is unfolding at a critical time when the University is handling student admissions and the commencement of academic activities for new students.

The labour unions are urging government to act swiftly to prevent further deterioration of governance at GCTU and to restore confidence among staff, students, and stakeholders.
